"He has a history of violence and economic subversion!"
I just finished rewatching The Sun Makers. It occurs to me that last time I watched through this era must have been that time I was ill, so I found this a lot less dull than last time.
And the Doctor's inability to tell the difference between sweets is clearly deliberate and not due to lack of jelly babies. (He just gave a jelly baby to someone and said it was a humbug...)
Some very funny bits, in between the corridors and some lovely Leela stuff (although the threat of the steamer is one of the nastier ideas the show has come up with. Yep. If Leela had stayed with the Tylers, it would have been a lot better all round! Except for Andred.) Her scorn for the scared rebels, her relationship with K9 and the fact that she accepts the Doctor's "I always whisper when I'm opening safes" as a reasonable explanation are all great. She's such a strong character, it suddenly seems quite a shock when she finds something that really does scare her and nearly comes to a nasty end.
