No, Divide & Rule is definitely getting its own release! Heroes of the Revolution didn't do too badly, so it will turn up mostly restored. ;-p

I can imagine lots of Woodward hitting the desk with his fists(!) and doing what he believes is for the good of the country, while not seeing he's really becoming a dangerous, self-righteous dictator.

Yes, he definitely doesn't see him himself as evil, nor is he really to start with.
