I, er, seem to have a thing for women who could probably take over the world, and sometimes have?
I think, with Regina, though, it's her strength - she will go to greater heights and depths than anyone else, and stand pain as well as inflict it, and feel things too deeply (both what causes her to become evil as well as what forces her to walk the long road out again).
And not a trait, but her relationship with Snow is key, and it's a pretty unusual and often intense one.
Also her sarcasm, which is always a highlight, and her wardrobe, whether as Madam Mayor or the more OTT Evil Queen outfits.
(I started off in S1 thinking her 2D evil and then spending the rest of the entire show going REGINAAAA in different ways.)

That sounds sound compelling. I'm glad she developed so many more dimensions after her first season!

The thing with OUaT is that a lot of the story is told in flashback, so finding out who she was took a while. And in the meantime, Lana was storming about in wonderfully OTT costumes and attitude ruining everybody's lives. I think as well I was a little unfair at the time, because everyone had been singing Lana Parrilla's praises (understandably) and it took me a while to see it, and then, of course, it was always there.
(The fundamental difference between Regina and Rumple as villains is that Rumple is a coward who clings to power and is too scared to let it go despite wanting to at times, whereas Regina will push herself to lengths that anyone with more sense of fear and self-preservation would have drawn back from, and I enjoy that contrast in them.)
